Artificial intelligence is developing faster than our institutions, governance and shared understanding of its consequences. The AI Open Act is The Open Manifesto’s call to protect human agency, consciousness and meaningful human control as AI becomes increasingly powerful.
Why
Why an AI Open Act?
Artificial intelligence offers extraordinary possibilities for science, education, productivity and human progress. At the same time, its development is becoming a technological, commercial and geopolitical race.
We do not yet know exactly where this development will lead. But decisions about how AI is built, governed and integrated into society are already being made today.
The AI Open Act asks a simple question:
What are we willing to risk when we do not know the answer?
This is ultimately not a declaration about artificial intelligence. It is a declaration about humanity’s responsibility for the intelligence it creates.

Companies and nations may compete in AI development. Critical safety knowledge must transcend that competition.
